When should I read this guide?
You should read this guide at the beginning of the plan making process. There are limitations to what transport issues a neighbourhood plan may address and it is best to understand these from the outset.

A revised National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPG) is currently being prepared by the Ministry of Housing, Communities and Local Government (MHCLG).
